Liters of oxygen that must be given to a patient who has below 95% of oxygen saturation?

Depends on a lot of factors... How low is the sat, what condition is the patient in, what is wrong the patient, wha is the history of the patient, is this O2 where the patient "normally lives" What oxygen administration adjunct are you using.At a minimum the patient should be places on 2L via nasal cannula. If using a venturi mask the minimum is 4L. If using a simple mask, minimum is 6L. If using a Non-ReBreathing mask the minimum is 12L if using a Bag-Valve mask, the minimum is 15L. If patient is intubated and on a transport vent, the minimum is 6L If the patient is on CPAP, 144L are delivered but the air is just oxygen enhanced.Hope this helps.
Normally oxygen is not used unless the 02 sats are at 90-92% or below. If someone is above 92% I would not apply oxygen unless I have a specific order to apply it for the 02 sats you are talking about.
probably only need 1-2L 02. Continuously monitor the sat and use the lowest amt of 02 needed to raise the sat.
